What do you do when you can't pay any of your debts, how much does it cost to file for bankruptcy and how do i know if i qualify?

We have been getting calls from West Asset Mgmt (Stockton, Ca) for several months about a dept we do not owe. A couple of weeks ago, I wrote to the California BBB and also wrote a letter (registered/certified) to the Company asking them to stop calling. I have never received anything back regarding this letter, so I’m assuming they refused to open it. Anyway the calls continue on a daily bases. Does anyone know what my next step should be? We don’t have much money for a lawyer. Thanks John

I had a debt for some furniture I bought back in 1998, I did make my payments through 3 of four of the years, but then after the 9/11 attacks, I lost my job, due to the lack of tourism. I also have credit card debt and student loans, and creditors barking at me over the phone, I am just now beginning to get back on my feet, settling old utility bills, and hopefully looking at owning a car again. I just don't know what to do, my credit is in shambles, and these creditors just won't ease up, and they get more and more rude, with every passing day. What can I do?

I have discovered that wage assignments are ILLEGAL in Oregon. Quote:

Oregon Revised Statute (ORS) 735.355 Prohibitions against assignment of earnings for loan security. (1) as used in this section, "earnings" means salary, wages or other compensation for service. (2) No licensee shall take an assignment of earnings as payment or as security for payment of a loan. An assignment in viiolation of this subsection is unenforceable by the assignee and revocable by the assignor.
