Someone called my elderly neighbor tonight and said something was wrong with my phone, please go over and give him a message to call 800-864-6033 regarding a red flag on his social security number. It's urgent. I have not called this number, I have no idea who it is, my sister suggested I research it first. I had some debt problems back several years ago, and thought it may be something with a old debt. So I am asking here before I do anything about this call. Anyone know anything about this number.

My question is if anyone has the link for the State and UCC code so that I can make sure my state (PA) allows restrictive endorsements. And also, I tried to understand the example in one of the responses (I believe it was Nebraska) and as a laywoman, I have absolutely no idea where the state is or is not.
