Credit Union won't honor hard debit block!!

I have an account with Vantage Credit Union in Missouri. My situation is I spoke to a customer service representative who told me I could place a block on my account to stop ALL transactions from coming through. At the time I was still in good standing with my PDLs and had not cancelled my payroll deposit to the account. I called the PDLs and had 5 that would not work with me, and due to ths website I found they were illegal. I called back to place the block and customer service had no idea what I was talking about!!! I spent 3 weeks calling, emailing, and finally came into a branch, spoke with a personal banker and got the hold placed. The companies continued to come through the account during the 3 weeks so I lost 2 paychecks and received over $500 in NSF fees. My bank refunded only 3 fees even though I was told FROM THEM this could be done. They are claiming it was only placed as a courtesy and to protect THEM from future losses!! Anyway, I cleared up my negative account, since they were going to close it for being overdrawn for too many days and they released the HOLD and now will not place it back on!! I dont know what to do. I'm scared to close that account due to the legal PDLs that still have my checks, but now it's not protected. What to do? I want them to refund the rest of my fees for failure to place the hold when I requested it and also to place the hold back on. I've already spoken with the branch manager and he doesn't think they should be responsible for me getting mixed up with PDLs even though I have repeatedly told him that is not the point!! Please help.
