Does anybody have any details on the bill that NY Senate passed some time ago regulating collection practices?

First-off let me say this site has been a lifesaver! I was in another forum and a member made a post stating that in Texas a collection agency located outside of Texas is required to have a surety bond to collect on a debt from a Texas resident. I live in Ohio and am battling collectors (RJA Capitol) located I believe in NY. Does anyone know if Ohio collection laws requires collection agencies to be bonded in Ohio to collect from Ohio residents? Couldn't find it anywhere online.

Hi. I recently applied for a loan online. I was denied the loan. I never gave account info or anything. Today I received an email from a different company, cash taxi. Somehow they got my account info and deposited $300 in my account. I never signed an agreement or anything with this company and not interested in a short term payday loan . I have 2 other payday loans that are almost paid off . Is that how they got my bank info? What can I do about this?

The Back Story I live in New Jersey I currently have two loans, one with Western Sky/Cash Call and one with Plain Green. The Western Sky/CC one I took out in October of 2012 for $5,000, with a monthly payment of $450 per month. The Plain Green was taken out in July of 2012 for $120 with 29 biweekly payments of $135, I currently have 9 payments remaining. I am having trouble finding what the laws in New Jersey are.
