I need to consolidate my debt to lower my minimum payments.

I have read many of the topics on this forum and they are mostly about payday loans and credit card debt. I have only one payday loan, no credit cards, but about $5,000 owed to local finance companies, 8 total. The kind that have you promise them certain property (such as TV's, computers) to get a loan. I have been paying $645 a month in payments, not including the one payday loan. I am currently overdue to 4 of the companies. I applied to CCCS of Texas, through Credit Advisors.org, but they said they don't handle those type of loans.

I have pretty good credit, just a few black marks here and there..I've been working on getting rid of those things, and my credit should be excellent by this time next year. One of the black marks I have is an outstanding bill for an old credit card. At the beginning of the week, my mom calls and says someone left a message for me at her house to "call the office". They gave a number, that's it. So I called the number, and it was a collection agency named OSI. I then got into a 45 minute discussion with a man who kept calling me "dear" And "babe".

It all started when I lost my job in 2002 while struggling through my divorce. To cover my bills I took out cash advances. It was fine for awhile until I took out so much that I was only able to make minimum payments and wasn't gaining anything. Finally got a new job that paid well enough that I was able to start nipping away. After cutting away at the bill things were looking great until about 3 months ago my cousin and life-long best friend past away from a rare incident of 90% artery blockage to his heart at the age of 27.

my student loan has enterred collecyions. The collection agency is telling me that they will garnish my wages for 25% (before taxes). I have read on the Department Of Education Resources that they can only garnish for 15% of disposable income. Are they allowed to garnish 25% if it has been turned over to a collection agency?
