i have to pay off a debt and i have any money to even consolidate how can i find a company will to help me consolidate my debt without a large fee

I have a friend [really!] who's in default on student loans to the Florida Dept of Education to the tune of several thousand dollars. IRS has been snagging his tax refund for the last several years on these. He was telling me about it this evening, and I thought I'd see about finding him the info to start getting squared away on them. Where should I point him first?

Has anybody settled with (BOA) FIA card services,i have $13,500 credit card debt 120days past due. they contacted me by phone & wanted to settle for $4,000.00.the rep wanted to fax payment plan & said to make the deal i had to make a payment to him over the phone, does this sound legit. any advice would be greatly appreciated.
