Are their fees associated with credit card debt consolidation/interest rate reduction?

A collection agency debited my account electronically after agreeing that they wouldn't until a specific date. They refuse to refund my money in the same manner taken. Theu said they will mail a check to me. Also, because they took the money prematurely a check I wrote to another debtor bounced. Am I entitled to the cost of the returned check fee? I am in California and they debited my account from either Washington or Texas.

Well about a month ago I went to Albertson's to go grocery shopping.And I got up to the line to pay for my groceries,and so my tab came up to $300 dollars so I wrote a check for the amount and they ran it through and they said the check didn't clear so then i had to put half the groceries that I had back because luckily I had $200 dollars on me.Or I wouldn't have been able to get any groceries at all it really kinda made me mad because i was embarassed and they actually had to close the line that I was in and rering all the groceries I had.You know when you have people looking at you and whisp

my identity is being used right now by an old friend. somehow she got a hold of my old checks, old bank accounts my old drivers licence and even my social number.. Im getting billed by collection agency's i dont even know why or what for.. my credit is all screwed up. what should i do? where do i begin? did i mention i have loans under my credit that i didnt even know i had.. so can anyone help me out please!!
